That plate that's held on with two screws that covers the upper hinge bolts on the door...was it installed before that part of the door was blacked out or after?

I'm just trying to figure out if the rubber gasket on that cover should have black paint on it or if it should be natural? And also if the screws should be painted or maybe black oxide....

The area of the forward door was painted black AFTER the plate, gasket, and screws were installed. The screws are indented (untrimmed) hex head sheet metal screws with a phosphate finish prior to being painted black.
