Hmmmmmmmmmmmmmmmmmmmmmmm, in 40+yrs of building engines, I have ALWAYS put a set of (hyd) lifters in a coffee can with enough oil to completely submerge all 16 lifters. I then use a pushrod to compress the plunger of each lifter until no more bubbles come out of the lifters.
Then when the lifters are installed in the block, they are already full of oil and ready to be set when the remainder of the valve train components are tightened up to the point where the pushrod just begins to encounter a slight resistance to turning when the rocker arm nut is tightened down. I do this to each pair of lifters by rotating the crank until each respective pair is fully closed when the piston for that set of lifters is at top dead center. Works every time!
