I have stripped my stamped steel valve covers ('63 327/300hp) both completely to the bare "steel". Do I need to apply a primer before painting ?? If yes which primer do you recommend. Obviously it will be hot under there.

When I did my 74 driver approx. 2 1/2 years ago now I used the Dupli-Color high heat primer, lightly scuffed them with a Scotch Brite pad then painted with the Eastwood product. Looks good to this day with no peeling, rust or bubbles.

Since no one will know if you have primer or not, then do what works best. However, the valve covers were bare metal on the bare iron engine when the whole assembly was painted. The paint seems to hold up pretty well even with no primer.
