1969-1971 certification labels were "printed" by passing them through a credit card machine -- like the old ones with a roller and paper receipt. The PoP acted as the font for the VIN. Occasionally the register will be off and the top of the line for the engine data will be visible.
Beginning in 1972 MY, with the change to include vehicle weight and capacity on the label, some form of typewriter or teletype machine was used for printing the information on the individual labels.
Any form of data transfer, including modern computerized laser embossing, is subject to error. Nothing can F-up like a computer.
