Stripping wheel paint down to original coat

My '57 wheels were originally Venetian Red, repainted Venetian Red in 1961 with what I believe is enamel, then repainted black enamel in 1965. Is there any possible way to strip the repaints down to the original paint without removing the original Venetian Red? Has anyone tried to sand or steel wool to that level?

    Thanks!

Nope. Strip them all the way down and start over.
