luggage rack and paint questions

I am a new member and this is my first post. I just got a 66 and have alot of questions.

1. The car came with a luggage rack. Is this a problem? Should I take it
off?

2. What is the right paint to touch up the dash and console?

3. The seat belt latch is black and needs tobe touched up. What is the
right paint to use?
