Distinguishing V54 Luggage Carrier original from dealer installed

As found out earlier (see my thread a month or so ago) my car's luggage carrier has not been installed at the factory, but seems to have been added at the dealership before the first owner picked up his car.

All signs show my rack to be the original item - but the Judging Manual asks to look for holes on the lower side front corners distinguishing "originals" from "non-originals".

    Questions:
    1) why should the General produce two sets of this rack - one with holes to be used in St.L and one without, that were to be ordered by the dealerships?
    2) what's the use of those holes? They are way too far up to serve as drain holes.
    3) I'd like to see a picture of a rack with these holes, please! (Actually I'd like to see a picture of these holes...)

    Thanks for your input
    Oliver

If it was called a accessory the dealer added it ,only if it was called a option the factory added it.

I think in this case Roy it could have been either.

Yup, in 1977 GM offered a rack installed by the factory as RPO V54...
