What is the purpose of the small secondary fuel line that goes into the bottom of the pump?? Can i block it off when using an after market high capacity pump? Should i plug it off leave it open? I rhought it is part of an emissions piece

By '71, tanks used SEALED gas caps. The secondary line from the pump back to the tank is there for pressure relief...

It's a fuel return line. Among other things, it helps prevent vapor lock. You can eliminate it if you use a fuel pump that has no provisions for it. You should cap off the line if you use a pump without the feature.

Actually, though, my recommendation would be to use a stock type fuel pump and leave the fuel return line connected. For a STREET application, I wouldn't try to re-engineer the fuel system.
