The headlights on my 1970 LT1 came up last night, but now won't go down. I do not have much knowledge of this system. Anyone have any suggestions for trouble shooting this issue? Not sure if it matters, but the car has not been driven much in the last few weeks. Thank you.

Frank could you or someone else have perhaps pulled down on the pulldown vacuum switch under the steering column that will not allow the headlights to lower when the light switch is turned off?
Earlier post about headlights today mentions how you can manually lower the headlights.
You mentioned that your headlights came up last night but now won't go down. If you left your headlights up with the pulldown switch last night and want to lower them this morning by closing the pulldown switch you may have a vacuum reserve problem.
When my 70 was new, the vacuum system was sealed pretty good. I could drive the car and go back to it 24 hours later and without starting my 70 the vacuum system had continued to retain the stored vacuum and would raise the headlights. Today, 38 years later, that is not going to happen. Everything still operates today when the engine is running, vacuum storage is just not what it was 38 years ago.- Top

FWIW The 1970 (and I assume other early C3) Owner's Manual contains information -- with pictures for those more visually oriented -- of how to raise and lower the headlamps and the wiper door without vacuum. You know, like, if the system failed when one is driving in the rain -- not that any of us ever would, but when the cars were new some might have.
