Walk through the logic for a moment. If the vibration is only noticeable/objectionable at a given road speed (60-65 MPH), how could the harmonic balancer (or the drive shaft for that matter) be the cause? It goes through the engine's full RPM range when you shift gears to get to highway crusing speed, so the vibration would vary with engine RPM and not with specific wheel rotation...
