Polishing C4 Wheels???

My father has a 91 vette. The wheels look like they are cracking on the rim surface. The surface feels smooth but these stains or cracks are annoying. Does anyone has similar experience with their wheels and can these be polished to show a nice surface again?

The 1991 wheels are painted and clear-coated. Even the apparent "natural" aluminum rim of the wheel is clear-coated. In order to "polish" these wheels, the clear-coat must first be removed. That begets other problems. After polishing, the wheels have to be re-clear-coated or they'll be a constant maintenance item.
