Is the Accelerator return spring bracket on a '61 283 w/1x4, supposed to be painted engine color?

As far as I know, the '61 base engine used a bracket welded to the oil filler tube as the anchor point for the accelerator return spring; that's what the A.I.M. and Noland's book shows. It changed in '62.

The 61 was like the 62--it was a L-shaped bracket on the thermostat housing. Since the thermo housing and bracket, along with bolts, were already in place, it should be orange with the rest of the engine.
