Tony,
I have a 396 Duntov car and had the same question when I restored my car for judging.
What I found was that the seal was NOT installed on production cars. It is shown in the assemby manual and I tried to install one on my original shroud and the rubber seal would interfear with the fan.
I had the car judged at 3 National meets and did not receive any deductions.

I had the same experience as Greg. Installed the lower seal per the assembly manual and it interfered with the fan, so I took it off.

Here is a pic of a repro, I have not installed it because we have S/N 15055 and as Wayne's info shows they did not start until later production.
The repro has three ribs on one side none on the other, would the ribs face forward?
