Should the backside be painted the same as the hood, or be bare like right out of the box?

Are you talking about the hood itself or the numbers that bolt thru the sides of the "bulge"Bill Clupper #618- Top

The numbers are installed just as they come out of the box, per the assembly manual. The underside of the hood has previously had blackout paint applied as part of the body paint process.Bill Clupper #618- Top

Here's the deal....
NO BLACKOUT! It just looked that way after many years of association with engine compartment grime.
The numeral stems remain chrome.
The speed nuts, however, were black phos with black dum-dum inside of them.
Same for the scoop trim, the bolts were black phos.
All installed AFTER blackout.
