Lower crank pulley color on 77

Was the lower crank pulley attached to the engine on a 77 L-48 when the engine was painted blue or was it painted black and attached to the engine when the engine was dressed?

The pulley was installed at St. Louis and was not painted engine color. It was either semi-gloss black or black phosphate-finished.
