OK - finally freed the rotor - no magic, just lots of Kroil in the area where the ebrake drum is - lots of tugging on the cable...which gave up maybe an eighth of an inch - but between the two, that did the trick - having said that, i have put the cable assembly off for another day, because other than that 1/8", it is still seized and i cannot get the cable off - but the car does roll and can now come off the lift spot it has monopolized for 6 months of immobility!! - thanks to all, sl

If it moved 1/8", the battle is won...it just won't seem that way for a while. It's no longer rusted together, but rust scale is wedging between the casing and the cable preventing movement. Keep moving it...back and forth, back and forth, back...well, you get the idea. With each direction change, the movement should increase...just keep working it.

        Hello,

I'm not sure if this can help, but last fall when I was working on
replacing my brakes, once I got the rotors off it allowed access to the
emergency brake cable and the emergency brake pad/ assembly.

I know my emergency brakes were ceased up and the cable as hard
as a rock. Like you, I soaked the inner cable with a penetrating spray,
        only I used PB Blaster.

I knew it was still going to be a while before the car was going to
be on the road (time to dry) so I sprayed the heck out of the ER springs,
shoes - no choice really if I wanted to have a chance of breaking it free and
after (2) through soaks, sprayed down both sides every 2 hours, by morning
I was able to grab the shoes and after a few nudges back and forth,
        they broke free.

I would highly recommend PM Blaster. It smells awful, but it works divine.
The bad smell tells me it means business!
