Directional Canceling Cam

I had to replace my steering mast, so everything came apart. Upon assembly, I put the directional canceling cam in and now it's difficult for the directionals to shut off automatically.

Is there a certain spot in the steering column where this cam goes in? I put it in at around 3:00 on the column and am curious on if it makes a difference where this cam goes in the column.
