Both Carter and Rochester could have made them.

Having said that, I know that all 3 of the 7042203 carbs I own (72 350/200 4 speed carb) are made by Carter for Rochester. I suspect that certain carb numbers (like the 2203) were farmed out to Carter, and certain ones were not. But, not having looked at all the 7042203s around, for example, I can't say that all of them were Carter made.

The carb you are looking for may, or may not, show similar manufacturer tendencies.
