Timing of firewall insulation vs pedal swing housing

I have looked at two 1967 Corvettes recently and in one has the pedal swing housing appears to have been installed after the firewall insulation; in the other one clearly the insulation piece (held in place with the rubber fastners) was installed over the pedal housing attachment bolts on the firewall. Can anyone recomend the correct installation sequence. I thought the firewall insulation went on first, but I could be in error.
