I still would go back to basics and test the switch first using a VOM and following the contact sequence as shown in AIM. I would also check the volts on the motor for each postion of the switch, low, med and high; with the switch "off" and the "air cond-pull" pulled(this should give the same reading as "low". The " high" position energizes the relay and applies full battery volts to the motor; obviously, med and low will have correspondingly lower volts at the motor.
