This topic comes up frequently. The general consensus is Bob Kunz, Jerry Luck, Eric Jackson, and Jerry MacNeish. Quality is excellent from all of these rebuilders, but the turnaround time varies depending on the person, their current workload, and the time of year. Suggest calling for price and schedule.
Others may have additional names/information.

...But I would NOT advise sending it to the "HOLLEY RESTORATION SHOP". I made that mistake with one of my 4555's...it came back all nice & purdy, but with NEW diaphragm cover, linkage, choke butterfly, etc....meaning, they didn't RESTORE a thing....they just REPLACED what was not to their liking and then they sent me back the original parts, untouched. And I still had to rejet the stupid thing and put lighter secondary springs in it. THEN it ran like crazy. Bottom line....it was all pretty, but if I had taken the car and had it judged, the carb would have been scrutinized. For what it's worth, a club member had his '67 Holley done by Mr. Luck, and it is GORGEOUS, and he just bolted it on and it was dialed in, dead nuts. My 2 cents.- Top

You could also look up Phil Cancilla at Custom Rebuilt Carbs. WWW.customrebuiltcarbs.com. I've used him for carbs on a 61, 63 and 65 with great results. They are located in Middlesex NJ

I've got to say, I had different results from the Holley Cutom shop. Before sending to them, I called several recommended restorers, and just couldn't bring myself to ship to anyone saying "I don't know when it will be ready. I'm backed up". Years ago, I requested my parts back after a three year restoration wait (not a carburetor, but a different part). My part had sat on a shelf for three years. I'm not saying anyone else does that, but it can happen, and I learned, one needs a firm completion date.
Before using Holley, I personally talked to Mike Bennett, the manager of the Custom shop, and stressed the importance of my original '67 tri-power carbs staying original. Mike understood the importance, and they were returned to me in exactly 10 weeks, looking like time capsules from 1967. Every single exterior component was replated/restored, and replaced as original. The Holley shop sets them up, with compressed air flow testing. I've now had a dozen restored, and every single one has performed flawlessly. Out of a dozen carbs, only one has had to have one exterior component replaced, due to a worn-out part. Just my two cents. This advice is worth exactly what you paid for it. Ridge.Good carburetion is fuelish hot air . . .- Top

You've certainly got excellent recommendations from the others, but I thought I'd throw in one more. Many folks here on Long Island swear by Bob Zorn. He used to run his own shop for many years, now he works out of his garage. I've been told that he doesn't do cosmetic restoration, but that his mechanical work is top notch - just bolt it on and go. And he's repaired carbs that came back from other restorers (not the ones recommended in the other posts) that still did not function properly.
If you're unable to find someone locally, or if the wait times you're quoted from the others are unaccepable, give him a call.

I had the Holly Restoration shop rebuild my carb. At both the Regional and National had comments that it was one of the best they had ever seen. Also the carb has run flawlessly fo the last year and a half. I had an excellent experience and was able to speak with someone at Holly who knew that I was going for a National Top Flight.- Top
