I am trying to determine the correct lower V shield ignition shielding for a 71 small block. Is this one pictured for RH the correct design? What about the LH side, are there two designs for it or to 63-77 all take the same design?

No, the 63-77 were not all the same. However, later configurations did become SERVICE for earlier applications.
There were actually several slightly different designs of these V-shields over the years. The main change occurred for the 1970 model year when the shields were reconfigured to clear the new-for-1970 locking motor mounts. The shield you have pictured is a 1970+ style shield. I can't tell you that it's 100% correct for a 1971, though. Generally, the 70-74 shields are the same. 75-79 the same. However, the later will SERVICE earlier, all the way back to 63.
One curious thing about these V-shields shields is that PRODUCTION and SERVICE part numbers are often different. The reason for this is that PRODUCTION shields were delivered to St. Louis without the riveted-on reinforcements; SERVICE shields had the reinforcements pre-installed. The PRODUCTION and SERVICE shields, as assembled, are the same, though. However, sometimes the style rivets used for the SERVICE shields are different than those used in PRODUCTION.

This one is on the auction site and apparently part number 14034993 (which seems like a newer part number).
It seems that most that I see have the lower mounting extension part more at an angle - which I think is consistent with the earlier 63-69 design, right?
I was looking in some repro catalogs for reference purposes on what I need and noticed in a Paragon catalog that they list for 70-75 a spark plug wire and heat shield kit (3292k) which includes a RH shield that appears consistent with this design. However, this kit does not show a LH V shield and their catalog does not appear to have a listing the LH one for 70-75 - would 71 have come with shields on both sides?
I do not remember seeing this in AIM, but it is at shop with my car, so I can not check it.- Top

GM #14034993 is a SERVICE-only part number for the RIGHT SIDE V-shield ASSEMBLY applicable to 1963-1979 Corvettes. As I mentioned previously, it's SERVICE only designation is the result of it including the reinforcements and attaching rivets. It is the "amalgamation" of the following 77-79 shield assembly components:

3973402----REINFORCEMENT
455624 OR ? -----RIVET (4)
GM #14034993 was released in January, 1983 and discontinued without supercession in November, 2000.
While it SERVICES 1963-79, it is not actually 100% correct for any year, although it very close to being correct for 77-79. It's fairly close for 70-76. It's usable for 63-69, but significantly different than the originals.In Appreciation of John Hinckley- Top
