The same steering box was used on 63-82 Corvettes regardless of whether the car had manual or power steering. A different ratio was used for power steering cars versus manual steering cars and this was accomplished via positioning of the tie rods on the steering arms. The power steering positioning and ratio could also be used with manual steering cars at the expense of higher steering effort.
The ratios were 16.1:1 and 17.6:1.In Appreciation of John Hinckley- Top

You are only partially correct on the steering ratio.
The steering gear input shaft (worm) to output shaft (pitman) ratio was 16:1.
The steering wheel to road wheel ratio had an overall ratio of 20.2:1 in the longest steering arm position.
The overall steering wheel to road wheel ratio in the shortest steering arm (fast position) was 17.6:1.
