1967 Metal Carpet Retainer/wiring Cover Installation

I am refering to the metal ( 37 3/4in.) CARPET retainers that snap on to 3 riveted on clips inboard of the pass and drivers sill, one on each side. Mine have one 1/2in. x 3/4in. "U" shaped notch approx. 15 in. from one end. My question is, is the notch supposed to be installed up or down and what are the notches for??? I don't know which way to install??

I'm in the middle of replacing carpet in my 66. They are installed with the U-shape pointing up in it. Not sure that it matters much as it will be covered by the carpet.

Just had my left side off to replace the antenna wire, the notch went down, and the parking brake wire ran through it.
