I 'm attempting to mount a 64 grill to a car that does not have the brackets in place on the inner fenders for mounting the grill. Let's just say previous work has eliminated any evidence of the holes for the rivets. I've obtained the two (shorter than 65-67) formed steel brackets. My question is are there only one bracket used on each side? The grill has two holes at each end similar to 65-67 grill mounting. What is the extra lower hole for if only one bracket is used on each end? I was originally under the impression that four brackets were used (two high and two short) but now doubt that.

63-64 one bracket/side; 2/car; need 4 rivets
65-67 two bracket/side; 4/car; need 8 rivets.
Slightly different design & size of brackets for 63-64 v. 65-67.
If you see 4 dimples to locate the rivets for just the one side, the fiberglass panel may have been replaced with a 65-67 panel. Otherwise sometimes you see a void or holiday in the fiberglass and you interpret it as a dimple. Or as John Hinckley so eloquently stated: the part may have been a "Pull Forward Part" - i.e. it was released earlier than the intended model year usage because parts were needed and they did not want to rerun the older design. The opposite condition was termed by John as "Fall Back". I hope I remembered these terms "correctly".
