I thought the heater blower fan was grounded back to the cockpit's instrument cluster by way of the Bowden cable that controlled it...

The other thing you have to watch out for is some people will put the foam gasket between the T-stat mounting plate and the fan housing instead of on the engine compartment sdie of the plate. If this is done, it will insulate the fan housing from the T-stat mounting plate, which is where the bowden cable terminates. I have fixed a couple of cars like this by inserting a Tek screw through the inside of the fan housing into the mounting plate. This screw is hidden inside the fan housing, and it is way easier than pulling the entire heater assembly back apart!
