Who restores complete tri power setups (carbs, intake and accessories) and what's a ballpark figure for cost assuming I have all the parts.

Both of the shops below restore carburetors to NCRS standards.
Mine were done by Craig more than 20 years ago, so pricing is something you’d have to check with them.

As for the intake, very mild media blasting or scrubbing should be all you need. If I recall correctly, I did mine myself with a soft, brass wire brush and it cleaned up just fine with no finish deductions.
As for accessories, not sure what you mean there…
