Here's one more vote for a 3461S counterclockwise arrow.

Take a look at the Shop Manual 6M-7 Fig. 16 - it shows counter-clockwise. Looks like yet another part I need to order unless someone has an original they would be willing to part with for less than staggering sums of cash.

I looked at the carb. again and forgot I needed a heli-coil to secure the choke cover ring.

While installing the coil, I remembered which manufacturer used the clockwise cover, It was MOPAR.

Yep you need a Chevy choke cover.

Either that or just find another Carter AFB and drop a vintage hemi motor in it - tht way the choke cover will be correct .
