My SEMA contact informed me that they expect SB 712 to go to the senate floor for a vote next week. So now is the time for all California supporters of this legislation to contact their state senator with supporting comments. For sure if you have an affected vintage car (anything '76 and up) you have a dog in this fight.
It's very easy for California residents to contact their state senator if you don't already know how. Go to:
At the top, below the red banner is a menu across the page. Click on "Senators" then "Find my senator". Enter your address and this will lead to your state senator's page, and contact information should be near the bottom... email and phone number for both their Sacramento and local district office(s).
I sent the following to my senator, Ben Allen, and I'll be calling his local office later today.
"Please vote YES on "Leno's Law", SB 712, when it comes to the floor for a vote.
I am the original owner of three post-1975 model year cars that are now over 35 years old. All have Historical Vehicle license plates and "collector car" insurance policies. I am now down to driving each well under 500 miles per year, yet each has to be emission tested every two years, less than 1000 miles from the previous test
None have ever failed the ASM tailpipe test and all pass with substantial margin, but it's getting more difficult to find shops that still have the ASM test equipment since the ASM test is only required for cars prior to the 1999 model year, and it involves a round trip of up to 30 miles, which is a waste of time and gasoline.
Please support SB 712!"

Also anything you can do to get the word out to others is important. I can't log in to the Corvette Forum anymore. I don't know why... maybe I was banned.
So we need volunteers to get the word out. You can just copy and paste what I've said here to the C1/2, C3, C4, C5 general forums and the NoCal and SoCal regional forums. Sign up in this thread if you can take a little time to get the word out to any of these forums, and any other forums you belong to and any one you know who is willing to support this effort. You don't have to be a California resident to help get the word out.
If SB 712 becomes law, effective January 1, 2027, cars from 1976 to 1992 will become exempt from emission testing, 1993 models on January 1, 2028 and so on if they have HV plates and "collector car" insurance.
