Ballast Resistor Coil

Hi all,

I have some ballast resistors that have the heat-dissipating coil visible from beneath, but there is some sort of white or porcelain-looking coating that covers the coil that is breaking off.

So, does anyone know what this is, so I can re-coat the coil?
