    Are you sure the starter wires are on correct, the black wire is a ground for the wiper and heater motor and you could have put it on the solenoid terminal with the battery cable.

      I changed out the front wire harness and everything worked.

      I must have had a bad wire harness and simply could t find the issue. It was original and it might have had multiple issues and I could t track it down

        I’m so glad you solved the problem. Electric wiring stuff can be hard to troubleshoot. A lot can go wrong with a wiring harness that has literally baked in a hot engine compartment for 48 years.

          Had an intermittent issue with my early 69, a one owner virgin car. I always had to disconnect the battery if parked over a day or so; took a while to chase this one. Turned out to have a pinched wire between the column mount and bracket from the factory... Yep. Can't make this up. The wire were barely protruding out of the insulation in the pinched area. very happy it wasn't deep in the harness.
