How can I remove the PF141 filter canister bolt, spring etc. from the canister? It appears that the "cone shaped" metal piece holds it together. Is this piece reuseable?

Originally the center bolt was purposely misshapen to hold the cone and washers down. There is no C-clip or special washer originally used. Typical the BFI approach forces the bolt out. (brute force & ignorance). hit the threaded part with a rubber Mallot and knock it out.
If you can find a picture of the LIC repair kit, it included a fingered washer to hold everything in place when putting it back together.
If you do not have to take it apart, avoid it. If the bottom copper washer seal is bad, then take it apart and replace everything except the spring under the cone. The spring is reusable.

When Ken Hansen use to restore oil filter canisters he would remove the bolt, machine a circumferential groove in the shaft of the bolt and add a C clip to keep everything in place once reassembled. Ken did high quality work.
