Front License Plate Support - maybe a dumb question

I've had this car over 20 years but had never noticed until yesterday that my front plate support was not flat. It has a double bend as you can see in the pic. All of my research here and on supplier sites, as well as common sense, tell me it should be flat. I can likely straighten it but before I do I have to ask, has anyone ever seen something like this? The reason I ask it that there are no signs of "trauma" and the small lips on the vertical edges when installed show no distortion, almost a if this shape were die made. The uniformity and symmetry are amazing for bends caused by damage. Note: this part has the ds or sp stamp.

Perhaps somebody bent it to fit a custom set up? It's seems to be to nice of a job to blame on a hit.
