I personally don't know what the manufacturing process was (because I wasn't there) for the vendor that created the canisters for GM, but there could only be 2 likely scenarios...- Either the complete oil filter canister was assembled and then painted in which case the copper washer and the head of the bolt would both be painted.
- The canister was painted black separately (and then silk screened) and then assembled with the other components of the complete assembly in which case the copper washer and the head of the bolt were not painted.
One of the NCRS 67 team members got back to me and said the the canisters were painted black and then assembled, which means the copper washer and the head of the bolt would not have been painted.
Despite having received conflicting information over the past several days from people MUCH smarter than me, I will place my trust in my 67 judging team and proceed with the restoration of this canister without painting the head of the bolt.

Reviewing all the individual 1963-67 undercarriage/chassis images in Noland's book, the oil canister bolts appear similar:
