    C3 upper A-arm dust/water shields

Is there a certain way these are supposed to lay out? Or did I buy the wrong shields? Although the holes for retainers were punched exact for installation. There was little left of the original shields to reference.

The bottom of the flap is typically wrapped around the end of the control arm.
