1963 Inner Fender Holes

I have had this in the attic for years and it is going to the Pate Swap meet here at Texas Motor Speedway this weekend (along with lots of other stuff). It has way more holes than a standard fender should have - are these just extras that someone was learning how to drill holes in fiberglass or? There are two "extras" located next to the mounting holes for the wiper fluid reservoir and four more along the side facing the engine compartment (instead of just the two on the top for the wiring harness). Thoughts?

Might be FI air cleaner bracket holes. I will look for a photo.

Possible FI holes, perhaps early 63 since they are a little off for 64 location. Note location of lower bolt
