1963 Fuel Gauge movement when driving

I am preparing for an upcoming PV. I have an original fuel sending unit installed. I had all the gauges rebuilt with new dampening gel added to the fuel gauge. I spoke to the person who restored the gauges and he cannot do any better than what was done. The fuel gauge is displaying accurately. I do not have any movement when the car is idling, pressing brake pedal or with the turn signals on. Sitting the needle is at 1/4 tank when driving at a constant rate in a straight line the needle will move upwards about approximately 1/8 to 1/4 inch then back to the 1/4 tank mark and keeps repeating this pattern during my drive. I realize the gas tank is not baffled and any small movement or uneven surface will move the gas around within the tank. Is this normal for this year car? I am not sure what I should expect. Thank you.
