I want to thank everyone for the suggestions, the clevis pin idea seems to be the way to go. I just need to figure out how to retain the pin on the end, the shoulder and washer idea seems like what I have seen on these type of rivets. They almost look the washer is installed and something is driven into the center of the rivet to expand the surface against the washer.
