Correct spare tire carrier installation

Guys,

I'm installing my spare tire on my '69 and the AIM indicates that the lock washer on the front bolts is placed between the tire carrier and the frame and NOT next to the nut. Is this correct? Doesn't seem to make sense to me. Generally you want the lock washer next to the nut or under the bolt when possible I thought. Does anyone know if the AIM is correct?

The 68-69 TIM&JG is lacking a good photo of that. But... the Assembly Manual is correct in the sequence of assembly Lock-washer against the frame, nut, and long bolt.

OK thanks Gary. I just had some doubt that the AIM was accurate Because the lock washer is between the frame and the tire carrier. If that's what you've seen though that will work for me. Thanks.
