My 65 suddenly has no instrument lights. Normally in such situation I check the tail lights, then, if they’re out, I change the fuse. This time, the tail lights still work and the fuse looks OK. Before I get my hands too dirty, is there a simple explanation for this? (The rheostat has no effect)

FWIW, the same thing happened to the instrument lights on my '54. I jumpered around the rheostat and lights returned. Since I don't have the car judged, I just left it that way.- Top

The 2nd from bottom fuse TAIL LPS is for the tail lights(Brown wire), but that also feeds the dash lights from the HL switch rheostat(to Dark Green wire), back to the Fuse Panel, via the PANEL LPS fuse, whose output is Gray to all of the lamps.
Did you check that PANEL LPS fuse, and with a voltmeter on both ends of the fuse holder clips with respect to ground?
Do the dash lamps go FULL Bright if you turn the knob fully CCW just before(or after) the "click" to illuminate the Courtesy lamps?
If FULL Bright does NOT work, then the PANEL LPS fuse or connections are faulty.
If FULL Bright works, then the HL switch rheostat is open.
