license plate frames --midyears teach me about them

I picked up a couple of NOS license plate frames with 1965 instruction sheets in boxes, not in plastic wrap like the late GM parts. Also, no patent numbers on the retaining tabs. Definitely GM pieces--tops are protected with adhesive-backed plasticized paper. My sense is that these are midyear parts. I think I read something about the patent numbers first being used in 1967? Attached are some pictures. I am more familiar with the C3 surrounds, so tell me what I need to know. Were these placed in the rear of the car in the carboard boxes? It appears to me that these came two per box, with enough screws in the envelope for both front and rear.
    Thanks for your input!

Mike- I could be totally mistaken, but I believe those frames (Part #986615) were OTC accessory items.
The C2 AIMs indicated the two frames (Part #3797485) were to be placed in the 'Instrument Panel Compartment'.
(some claim they were found in the rear compartments)

I've seen some original frames in a paper wrapper, while others came in a clear plastic bag/sleeve (stapled shut).
The patent number wasn't issued until April 1967, so I seriously doubt that any C2 ever had a patent number.

Great help from Jack! Thanks! I believe that the "frame unit" included the instructions and mounting hardware for usage on other GM lines beyond the Corvette. These frames were factory-supplied only with Corvettes, btw.
        Frames and rivets are magnetic.
