When I durst looked at that image I thought that first line was the point at which the swag operation ended and the "step" onto the larger diameter began. Today I am less sure. But it certainly doesn't look like the usual welding operation either.
I would now rate it an "I don't know" I think one would need a higher resolution photo with better lighting.to be sure.

. I actually did think that it didn't look swaged myself, but had not seen enough parts to know. If it is one piece, it seems to have been squashed rather than 'pulled' like what I am used to seeing on LT-1s. Here is the
