Duke- Regarding the 'exemption', I don't believe anyone has ever indicated that GM single-handedly issued the 'authorization'. They simply acknowledged and memorialized receiving exemption in their literature... as GM could not create, nor arbitrarily circumvent state law. On the other hand, there was nothing to prevent them from going above and beyond current emission regulations... which it appears they did, with the L72.
You've indicated never seeing any CA documentation regarding 1966 engine exemptions... have you ever seen the opposite? In your previous search for documentation, have you ever seen the state of CA going after GM for violating their 1966 emission regulations with their L72 Corvette, L-78 Chevelle, L87 Corvair, or any other engines that GM noted as exempt?
