Well, IMO the battery and charging technology they have today is just not sustainable and not high tech enough. A whole new breakthrough is needed for both before these things will overtake ICEs.

This is very true but we are looking at 20 year future demand and comparing it to today's infrastructure. If demand continues to grow, the infrastructure will also evolve and these problems will be solved. Remember that in the beginning of the last century electric and steam cars were on a par or even more desirable ICE cars because gas was very hard to come by- no infrastructure. New technology is always being developed (think fusion?). If industry wants to satisfy demand and make a profit, they will find a way.
