Can't say if there is an established start and/or end date for the short legged R but this example is from a July block like the one in your photo.Attached Files- Top

So your post showing an engine assembly date of May 15 is for a car with a build date of early June having a lead time of about three weeks.
Danny,
Do you have any body build date for the car with the July 15 engine assembly date to help establish a lead time?
My July 5 engine build date is for a car built about three weeks later.- Top

It is, the proposed theory here was that after the second week of May is when the short leg R started. Danny says: "i went back to F05 and F04 they all had long legged R." And this: "Arland, with my search looks like late May and on they started using shorter legged R anything under May and earlier they all used the longer legged R."Big Tanks In the High Mountains of New Mexico- Top
