Regarding accessory dates, starter, alt, carb, radio etc. What is an acceptable 6 month prior rule to go by. Engine assembly date or car build date?

All the items you mention were installed at St Louis, so dates are relative to the body build date.
Items installed at the engine plant (water pump, intake manifold, heads, etc.) are relative to the engine build date.

Don't just start changing things on an original car. Has/has not your car been restored?
There are reasons for some parts to be beyond that 6 month window. Do some research before changing a part.
If you intend to have this car Flight judged, then become familiar with NCRS judging standards, Standard Deduction Guidelines, and our CDCIF matrix approach. Then you can assess cost of replacing a part vs potential points lost.

Thanks for all the informative posts and links. I did find the “engine and components as shipped” in the AIM. Any parts that I’m replacing are aftermarket parts. Carburetor, alternator, fan clutch…Few others. So I’m replacing with the correct part and correct date code. My Delco starter is a couples days after the engine assembly date, but before the body build date. However, I’ll just let it be.
Dates as follows.
Block cast date; A 19 6
Engine assembly date; 02 08
Car build date; 2/16/66
Delco starter date; 6 B 11- Top
