1969, was the inside outer part (not what the tire covers) of the rally wheel painted the same silver? was the whole rim painted the silver from factory?

I thought I read in the JM that the backside was painted black. The front side was Argent silver with a green hue. (which is a tough paint color to get exact)

Yes, wheels were painted black by the wheel manufacturer, Kelsey-Hayes. The outward facing side was painted argent silver at St. Louis. Some of the silver paint usually passed through the slots in the wheels and, thus, some may be found on the rear side.
