I saw 2 pace cars come off the truck but didn't see any plates. I bought 3 of the plates from my Chevy dealer through parts dept. in the mid-late 70's, 1st style.

I did see the usual in the interior like plastic steering wheel cover, alum wheel centers, manual, etc but no plates

The RPO VK3 was called out when the state of delivery was a one-state plate. These were delivered in the rear storage compartment with decal boxes, front spoilers, floor mats, etc. Otherwise, it was assumed front and back would be consumed by two license plates. Buildsheets would call these sort of things out. Which has nothing to do with steering wheel covers, alum wheel caps, manuals which were standard vehicle delivery items.
