70 Green Rubber in Air Vents?

I am cleaning up my air vents in my 70 convertible and found the below green rubber pieces glued in the bottom of the air vent between the flapper in air vent and where the chrome ball is installed. Is this typical or did Bubba strike again?

    Thanks,
    Allen

Thanks Mike, that is what I suspected. I guess Bubba was trying to divert air up, but who knows.
