I'm going to suggest it's not gas, but rather oil coming up the threads of the intake manifold bolt and pooling on the intake.
This is a common issue on older small blocks.
Clean it up very carefully, and see if it looks like oil.

May be a wild goose chase but...
My Holley was overfilling the fuel bowl and excess fuel was going down the intake bore. When it hit the carb to intake gasket(s) it collected there very heavily. Could your fuel be coming from between the intake and the carb? If your fuel is expanding in the bowl due to heat after shutting it off it may be doing a similar thing. On a Q-Jet, it's not as easy as turning a nut and screw to adjust float level like a Holley, but it may be wise to pull off the top of the carb and check the float level.- Top

Being that this carb is now almost 50 years old and, apparently, never rebuilt, it's long overdue for at least a basic rebuild with a carb kit. A GM kit is still available under GM #17076028. This kit is also upgraded with gaskets and seals compatible with ethanol blended fuel.In Appreciation of John Hinckley- Top

Gas is leaking onto the intake and it looks like the air horn is wet with gas as well... common symptoms of too much gas entering the fuel bowl and then leaking up and out through the air horn, or leaking down the venturi and through the throttle shafts. This can be due to a worn needle and seat, or a fuel saturated float.
Take Joe's advice and rebuild it with a quality kit, and also replace the float (which most rebuild kits do not include). Over time, the float becomes saturated with fuel causing the fuel level in the bowl to increase.
Also, be very careful not to over tighten the carb's hold-down bolts and air horn screws. Over-tightening these in an attempt to stop a leak is a common cause of warped air horns and base plates. Less torque than you think is best.Mark Edmondson

Yes, the float should also be replaced and it's not included with the aforementioned kit. The last available GM float was GM #7046300. It's discontinued but easily available on eBay. Otherwise, Standard Motor Products FL8.In Appreciation of John Hinckley- Top
